BPL Full Form is Below Poverty Line. This term is associated with Indian and is the economic benchmark or poverty threshold applied by the Indian government. This is to refer to the economical disadvantage in order to categorize or identify households and individuals requiring government aid. BPL is determined by different parameters which may be different from one state to another. The criteria vary for urban and rural areas. It is essentially a poverty threshold, which is indicative of economic disadvantageousness and enables identification of households and individuals, who are in need of government aid and assistance. The determination of BPL is based on a host of parameters that may vary from one state to another in the country. The current criteria for determination are based on the 2002 survey.
On an international scale, the income of fewer than 1.90 dollars per day per head PPP (which stands for purchasing power parity) is characterized by extreme poverty. By that estimate, in the neighborhood of 32.7 percent Indians fall under this category. The BPL takes into account minimum income required to meet basic food requirements and does not consider other essentials such as education and healthcare. BPL is an important economic scale used in India and therefore, we have picked three important points about it that everyone must know. So, let us explore those three points briefly.
Tenth Plan and the survey
During the tenth Year Plan (which is 2002-2007), BPL for rural regions was done on the basis of the degree of deprivation measured on 13 parameters. The score range was from 0-4, with factors such as clothing, landholding, consumer durables, labor force, literacy status, means of livelihood, indebtedness, type of house, migration, etc taken into account. The Planning Commission had fixed the maximum limit of 326,000 for BPL families in rural areas based on a simple survey. Those families which scored less than 15 out of 52 were categorized as BPL and the number turned out to be 318,000. The survey was conducted in the year 2002 but was not finalized because the Supreme Court of India had put a stay on it. In the year 2006, the stay was vacated and the survey was adopted. It now serves the basis for the grant of benefits available under several government-sanctioned schemes.
Kerala is among a few states to have come up with its own criteria for determination of BPL. In Kerala, the determination is based on 9 parameters and those families which lack in four or more parameters are categorized as BPL. Those nine parameters include lack of a house, no regular employed family member, no latrine, belonging to Scheduled Caste (abbreviated as SC) and Schedule Tribe (abbreviated as ST), lack of access to clean and safe drinking water, etc.
Problems with BPL
The criteria for the determination of BPL have been criticized for the lack of consideration of many factors that contribute to poverty. Also, there has been marked misuse of schemes sanctioned for the welfare of BPL families. There is a systematic corruption in the system that allows those who are ineligible for benefits gain access to these schemes. For example, there is a rampant diversion of food grains earmarked for BPL families to the black market and this has invited strong criticism of the government that it does not intend to do good for poor citizens of the country.
BPL Full Form also refers to Broadband over Power Line. It is a technology, which enables Internet data transmission on utility power lines. To use the BPL, a subscriber has to use a modem, which plugs into the electrical outlet.
