ASTM Full Form is American Society for Testing and Materials. It is one of the world’s biggest International Standards Organizations. It is responsible for developing and publishing unanimous standards for various products, materials, services, and systems. It was Charles Benjamin Dudley along with a group of engineers and scientists formed ASTM in 1898. This was formed in order to address the rail breaks that frequently happened during that time, which was affecting the growth of railroad industry.

Initially, ASTM developed certain standards for manufacturing steel from which the rails were fabricated. Currently, ASTM is called ASTM International since 2001. It has offices in Canada, Belgium, Mexico, China, and Washington DC. It welcomes membership from anyone who is interested in its activities.

The ASTM is a global organization and is engaged in developing as well as publishing technical standards for numerous systems, materials, services and products. Many standards of this organization are used all over the world. The number of such standards amounts to over twelve thousand. Its head office is present in Pennsylvania. Charles Dudley founded the ASTM in the year 1898. It has over thirty thousand members, which includes the top business professionals as well as technical experts of the world.

These members represent over a hundred nations. They are responsible for the creation of guides, specifications, test methods, classifications, practices, etc. for supporting the governments and industries throughout the globe.The offices of this organization are also present in Peru, Canada, Washington Dc, China, and Belgium.

Organization of ASTM

A board of directors is responsible for the management of the ASTM. There are numerous board committees, and they are engaged in covering the activities of the technical committees, finances, the overall system of voluntary standards and society development. The organization development includes public relations, membership, promotion, new activities of development, biennial updating of the LPR, etc.

Several separate committees are related closely to the ASTM. These include COS, COT, COP, and COTCO. The COTCO is responsible for the regulations and operations of other committees, COT covers the consistency and uniformity of standards, and COS is responsible for overseeing the due process and procedural requirements.

The technical committee forms of the core of this organization. The popular technical committees include petroleum, non-ferrous metals, nuclear, space technology, air pollution, resource recovery, steel, concretes and cement, paint, solar, water and environmental effects. Some of the other not-so-well-known committees consist of food service equipment, forensic sciences, computerized systems, orthotics, football helmets, amusement devices, sensory evaluation, poultry and meat, fire standards, medical devices, sports equipment, skiing, etc.

Technical Committees of ASTM

In the ASTM, there are nearly one hundred and forty committees that are responsible for writing standards. In addition to these, there are around eighteen hundred subcommittees, along with an unlimited number of task groups and sections. To work on a committee, a member must have a thorough knowledge of that committee’s work. A committee may include any number of people. Some of them consist of fifty members, whereas there are some who have more than a thousand members. The average number of members in a committee is around two hundred to two hundred and fifty.

The ASTM lays only one criterion for the committees. This criterion is that the number of vendors, manufacturers, and producers that have a commercial interest in a committee must not be more than the number of generally interested voters, consumers and users. In other words, the actions cannot be dominated by the viewpoint of the producers while the voting for the standards takes place. These are called the classified committees. Those committees which do not form specifications and do not have any commercial interest are known as non-classified committees.

Make-up of Technical Committees

  • Central:

The Central Committee is responsible for the representing the accumulating voting interest to ballot the activities’ scope.

  • Subcommittee:

The voting interests of the sub-committee are separate. Its scope is more definitive and is engaged in specific technical activities. It has a particular technical expertise, and its members are responsible for their agendas, reports, meetings, etc.

  • Executive:

The Executive is another important arm of the technical committee and is responsible for the administration of the entire committee. It is in charge of research, liaison, symposia meetings, training, meetings, education, etc.

Finances of ASTM

There is no charge for the services provided by the ASTM. The yearly budget of this organization amounts to fourteen million dollars. The administrative fees, as well as return on investment, are responsible for providing around fifteen percent of the budget. Additionally, the annual fee for retaining the membership of this organization is fifteen dollars, no matter the number of technical committees one belongs.

The maximum amount of this membership money is given back to the organization’s members, although in a different form. The organization provides a free portion of the yearly book consisting of the ASTM standards at decreased rates to its members. It receives the remaining eighty-five percent of the finances from selling the ASTM’s standards’ annual book that consists of nearly seven thousand standards, STP or Special Technical Publications, which is the result of the symposia sponsored by the committees of the ASTM every year and scientific series of data. It also obtains finances by reprinting the original standards, compilations, and journals.
